Why do other countries claim to have more racial diversity than the usa?

When the USA's racial minority populations are larger than their are people in the countries who naysay USA racial diversity. Example : I've heard Canadians say they are more racially diverse. They have about 700kish blacks, Americans have around 30mil. Americans have over 30 mil Latinos, and more types of Asian than Canada could ever shake a stick at. What gives?
