If they found the problem on a smog check, won't the problem prevent you from renewing the registration on your car? Buy a manual and do it yourself. The noise when you turn is a CV joint going bad. This is a big problem and could result in the axle breaking. You should deal with it ASAP. However the complete shaft will probably cost somewhere in the neighborhood of $100 and can be difficult without proper tools. Best bet on the cheap, save up, buy the parts, and find someone with tools to help you.
