Having a VBAC after 2 c-sections? How many c-sections can you have?

My husband and I would LOVE to have a large family. I have 2 kids now and both were c-sections. My first just would not come out and the second was going to be a VBAC but was breech. We seriously would like 6 or 7 kids (and yes we can afford them since we are military) but I heard that you can only have 3 c-sections. Is a VBAC an option after 2 c-sections? I honestly would rather go that route anyways.
